Where this comes from
Every perk, rank value and tooltip is read straight out of the World of Warcraft: Forever beta client (build 1.60.1.69893), in the game's own words for each language. Two nodes per tree still say "to be added in a future update" in the client itself. The 16-point cap and the 5/10-point gates are the client's too.
